Assembly to debate Finance Committee’s report on fiscal devolution

On 3 April 2019, the Assembly will debate the Finance Committee’s implementation of fiscal devolution in Wales (297KB) report.

The report states ‘the evidence provided to the Committee suggests that the implementation of fiscal devolution in Wales has, so far, been largely successful’. The Committee also noted that the evidence in relation to the establishment of the WRA and the subsequent implementation of Land Transaction Tax and Landfill Disposal Tax has been positive.

As part of fiscal devolution in Wales, Welsh Rates of Income Tax (WRIT) will be introduced in Wales on 6 April 2019. The report also stresses that although the Committee noted the ‘work being undertaken to communicate the change to income tax in Wales, [the Committee] remains concerned that this message is not being heard by some Welsh taxpayers’.
